To avoid any confusion or ambiguity aircraft around the world use a single time system, UTCUTC —Co-ordinated Universal Time, which stands for Co-ordinated Universal Time. This is measured to the nearest half minute, so anything between 16 and 44 seconds into a minute would be referred to as "and a half" - eg 11:35:35 would be "one one three five and a half."
