Although you may be approaching an boundary where you feel a frequency change is appropriate, the ATSU you are speaking with may have good reason for keeping you on their frequency for the moment. It is therefore appropriate (and indeed, polite) to REQUEST a frequency change, rather than doing it unilaterally. If you are being controlled by the ATSU, this is mandatory.
