The gases that make up the troposphere are transparent to incoming solar radiation, so the energy passes straight through them. However, the gas ozone, of which there is a layer in the stratosphere, readily absorbs the high energy ultraviolet radiation from the sun, meaning that temperature increases with height (as the highest ozone absorbs the most energetic, "juiciest" incoming radiation.)
