Turbulence is caused by a change of wind vector, not a strong wind itself. To detect a change requires not one anemometer, as this only detects the wind in one place as one time. Therefore, there are multiple anemometers placed in various locations around the airfield. If they are reading differently, that is a good indication of windshear or turbulence at the airfield.
