VOR Rotation RNAV

The VORVOR —VHF Omnidirectional Range uses two signals (the “reference” and “variphase” signals – together with the principle of phase comparison) to give an aircraft information about what bearing it is on.

In order to make reference to something, that "something" must be constant. So in this case the reference wave is stationary, whereas the variable phase changes (as the name suggests) in a rotational sense.
